Introduction to the CMG Government Contracting Training and Business Development Program

Welcome to the CMG Government Contracting Training and Business Development Program. This cohort-sponsored program is designed to help participating businesses understand the government contracting process, complete practical readiness assignments, identify realistic opportunities, and prepare for the business development support needed to pursue public-sector contracts.

Program Purpose

CMG’s program combines training, assignments, technical assistance, opportunity guidance, and business development support. The goal is not only to teach participants about government contracting, but to help each business become more prepared, more organized, and more realistic about where it can compete.

Participants begin with structured training and assignments, then qualified businesses may move into deeper support focused on opportunity identification, bid review, proposal preparation, and post-award readiness.

Program Structure

The program is organized around training, practical assignments, readiness development, and business development support. Participants move through the program by attending sessions, completing assignments, and demonstrating contracting readiness.

Program dates, webinar links, assignment deadlines, and sponsor-specific requirements may be provided separately by the program sponsor or CMG team.

Two-Phase Program Model

The program is delivered in two phases. Phase 1 focuses on training, assignments, and readiness development. Phase 2 focuses on contracting and business development support for participants who meet program requirements and demonstrate the ability to pursue and sustain contract opportunities.

Phase 1: Training and Assignments

Participants attend webinars, complete assignments, and develop contracting readiness materials.

Phase 2: Contracting and Business Development

Qualified participants may receive deeper opportunity, proposal, and contracting support.

  • Targeted opportunity identification aligned with business capabilities
  • RFP, RFQ, and bid review for fit and readiness
  • Go / No Go support and pursuit planning
  • Proposal setup, compliance review, and submission support
  • Work plan development and post-award preparation
  • Contract management readiness and performance planning
To qualify for Phase 2, participants must attend required webinars, complete Phase 1 assignments, and demonstrate that their business has the readiness, capacity, and operational foundation to pursue and sustain a contract award.

Phase 1: Training and Assignments

Phase 1 gives participants a structured foundation in government contracting. Each session is connected to a practical assignment that helps the business build usable contracting assets and improve readiness.

Program Overview and Introduction to Government Contracting

Participants learn how public-sector contracting works and complete spending research to better understand agency buying patterns.

Socioeconomic Certifications, Spending Research, and Target Agency Identification

Participants review certification positioning, research targets, and begin developing or improving their capability statement.

Finding Opportunities and Understanding Bid Fit

Participants learn how to locate opportunities, evaluate whether an opportunity fits their business, and identify realistic pursuit targets.

Proposal Readiness, Capabilities Brief, and Contracting Communication

Participants organize their qualifications into a clear capabilities brief that can support outreach, teaming, and agency conversations.

RFQ Job Scoping and Opportunity Analysis

Participants practice reviewing procurement documents to identify the requested firm type, project scope, budget, submission method, and key requirements.

Phase 2: Contracting and Business Development Support

Phase 2 is designed for participants who have completed the training requirements and show readiness to pursue contracting opportunities. CMG support is focused on helping businesses move from general learning into realistic opportunity pursuit and contract preparation.

  • Opportunity Sourcing: CMG identifies suitable opportunities using business capability, target agency, contract size, geography, and readiness factors.
  • Opportunity Review: CMG reviews RFPs, RFQs, and bid opportunities and provides them to participants for consideration.
  • Go / No Go Guidance: CMG helps participants think through whether an opportunity is realistic, responsive, and worth pursuing.
  • Proposal Setup and Support: CMG may assist with proposal structure, compliance items, bid forms, response planning, and submission preparation.
  • Post-Award Readiness: CMG supports work plan development, project management awareness, contract obligations, deliverables, and performance planning.
  • Ongoing Technical Assistance: CMG provides guidance, answers questions, and helps participants navigate challenges that arise during the contracting process.

Participant Expectations

This program is most effective when participants actively engage with the training, complete assignments, and use the tools and guidance provided. Participants should be prepared to attend sessions, complete work on time, communicate with the CMG team, and be realistic about opportunity fit and contract readiness.

  • Attend required webinars and program sessions.
  • Complete assigned contracting activities and submit required work.
  • Use the CMG Member Portal and assignment tools as directed.
  • Review opportunities carefully and respond to Go / No Go requests when applicable.
  • Maintain accurate business information, capability details, and contact information.
  • Be prepared to assess whether the business has the capacity to perform the work it pursues.
